Safety Plan Objective

The Thornydale Little League (TLL) in accordance with Little League Baseball Incorporated strives to provide a yearly safety plan that will assure the safe practices, attention to detail, and make every possible effort to prevent injury to the players, managers, coaches, and volunteers.

Requirements

1.      It is the responsibility of everyone associated with the league to report any current or potential safety hazards.

2.      All volunteers that wish to participate within the league are required to complete the Little League International Volunteer Application Form. The President of TLL, or his designate, will be responsible for conducting background checks on all volunteers

and shall approve all volunteers prior to their participation with the league. Background checks are done through JDP. PDF download for the form is at Little Leauge Volunteer Application-2025.pdf

3.      First aid kits and ice bags are located in the field equipment boxes and the concession stand at Arthur Pack Park and Denny Dunn Park. Coaches can contact the Safety officer for more supplies (name and number posted in all boxes with kits). Safety officer will inspect, restock, and rotate any ice packs every two weeks during season play and before any hosted event.

4.      No games or practices shall be conducted when weather or field conditions are not safe, especially when field lighting is inadequate, or there is lightning within 10 miles in accordance with Appendix A of the LL Rulebook.

5.      It is the responsibility of the manager and coaches to inspect the field playing area before any practice or game for holes, damage, stones, glass, snakes, critters and other foreign objects.

6.      All team equipment will be stored within the team dugout, or behind screens, and not within the area defined by the umpires as in play.

7.      All gates will be closed during play.

8.      Only league approved managers, coaches, umpires and players are permitted on the playing field or in the dugout during the games.

9.      Team coaching personnel are responsible for keeping bats and loose equipment off the field of play.

10.  During warm up drills, players should be spaced so that no one is endangered by wild throws or missed catches.

11.  All pre-game warmups shall be performed within the confines of the playing field.

 All equipment is inspected by the league’s equipment manager during the

Pre-season, prior to distribution. Umpires will be required to inspect equipment prior to each game.

12.  Batters and runners must wear an approved protective helmet during batting and base running at all practices and games.

13.  Catchers must wear a protective catcher helmet, mask, throat guard, long model chest protector, shin guards.

14.  All male players from class AA division thru Senior Division are encouraged to wear a protective cup for all practices and games. All male players must wear an athletic supporter per 1.17 2022 LL Rulebook. It is the responsibility of the coaching staff to ensure that each player is wearing the required support equipment prior to every practice and game. Players not wearing a protective cup will result in the player not being permitted to practice or play in a game.

15.  While warming up a pitcher, the catcher must wear a catcher's protective helmet

and mask with a throat guard. This regulation applies to between innings and in the bullpen area during a game and also during practices.

16.  Managers, coaches, and family members are not permitted to warm up pitchers before or during a game in accordance with LL Rulebook Regulation XIV(f)

17.  Head first slides are not permitted except when the runner is returning to a base. During sliding practice, bases should not be tied down or anchored.

18.  It is the responsibility of the coaching staff and manager to immediately act upon any type of “horse play” that is encountered while on the playing field during

practice or a game.

19.  Players are not permitted at any time during practice or a game to wear watches, rings, pins, necklaces, chains or any metallic items.

20.  On deck batters are not permitted in baseball or softball Major Divisions and below in accordance with Little League Rulebook 1.08

21.  Do not leave an unattended child at a practice or game. It is the responsibility of the coaching staff to remain with any unattended child and to contact the parent/ guardian and to remain with the child until an adult arrives that is recognizable by the child.


Contact And Communications

1.      Team managers are responsible for maintaining and having in their possession at all practices and games each player’s medical clearance from that they received from the League Player Agent prior to the start of the first team practice. They will also carry a copy of the ASAP safety plan in possession at all times.

2.      The team manager must have every player’s telephone contact number.

3.      The team manager should have the League Safety Officer’s contact number to

ensure an immediate response by them or their designee in the event of an incident.

4.      Player’s parents or guardian will be issued a contact list of all team coaching personnel.

Reporting Accidents

1.      It is the responsibility of the team manager or the coach of record, to contact the League Safety Officer or the League President to report any accident. Accident reports will be kept in Safety book in snack bar, distributed to all coaches at the coaches meeting. Coaches are responsible for knowing the location of an accident report. 2.      Upon receipt of an accident report, the League Safety Officer has the responsibility to contact the League President and Little League Baseball with the documented

details. The League Safety Officer tracks the process and progress of the injured player, gathers reports and files claims as necessary.

Insurance Coverage

1.      The League, via Little League Baseball obtains accident and liability insurance. This insurance is in effect through the calendar year and covers all players, managers, coaches and volunteers that provide service to the league only after the primary family health coverage has exceeded limits.

2.      The League accident insurance does not cover any individual that receives compensation.

3.      The accident insurance is only a secondary insurance and is to be used only after primary (family health coverage) has exceeded its limit. When this occurs, families are responsible for providing the League copies of unpaid insurance bills which will then be submitted to Little League Baseball for processing and payment. Medical bills must be submitted during the coverage period.

4.      Little League accident insurance can be used as primary coverage only for families that do not have health insurance.


Emergency Procedures

What to Do until Emergency Assistance Arrives!

1.      Stay with the victim while you designate someone to call 911 for emergency medical response.

2.      Circulation- check for a pulse. If no pulse is found and if knowledgeable, begin CPR.

3.      Bleeding- Apply direct pressure and elevate to stop persistent bleeding.

4.      Other health issues- have a member of the coaching staff immediately review the player’s medical information form for any medical or medication information.

Contact the parent or guardian if they are not present at the practice or game.

 

First Aid Certification

At the first team meeting, the coaching staff will advise parents or guardians of the status of the coaching personnel as it relates to first aid, CPR, or any other pertinent certification.

It is advisable at the meeting that Coaches identify parents who may hold current

certifications for first-aid or a higher level of care to be able to help in a medical situation.

 

Training

1.      Every team manager on an annual basis must attend either a Thornydale Little

League or District 5 mandated safety and first aid training program and take the mandated abuse awareness training, before the first team practice.

2.      Documentation that individuals attended and participated in the mandated safety training program shall be maintained by the league.

3.      Fundamentals training and first aid training seminars are required for at least one manager or coach of each team, each year. Fundamentals training for all managers or coaches will be completed by the first practice. This includes hitting, sliding, fielding, pitching, etc.

4.      Each team will be issued an updated first aid kit, which must be present at each practice and game. It is the responsibility of the coaching staff to keep supplies current in those kits. Replacement parts can be acquired from the safety officer.

5.      All teams must enforce the following:

a.      No on deck batters.


b.     Coaches or other adults will not warm up pitchers.

c.      Bases will disengage on all fields.

d.     No unauthorized personnel in dugouts.

 

Concessions

The concession stands are operated under authority of the board of directors. The menu is created and supervised by the concession’s director and approved by the Safety Officer

and Board President. Safety and Health Procedures are followed as published by Little League International and are posted in the concession stand.

Pima County Health Department conducts health inspections both prior to the season and periodically throughout the season. Pima County also insures and inspects all emergency procedures and equipment per County standard.

Concession Stand Safety Procedures

In response to COVID 19, Thornydale will follow recommendations made by the district as informed by the Pima County Health Department.

Under normal operations, the following will be enacted:

1.      Concession stands will be run by approved personnel only and may be contracted out as the Board of Directors designates. Those volunteers or assignees operating any TLL concession stand will operate under the supervision of the TLL President

and Safety Officer. All volunteers will have the standard required background check performed.

2.      All unpackaged food must be handled with paper towels or plastic wrap. Staff members must wear plastic/rubber gloves while working. All staff members must wash their hands on a frequent basis and/or use sanitizer.

3.      The concession stand shall be cleaned at the end of each day, shall have a fully

stocked First Aid Kit. No glass containers shall be sold at the concession stand.

4.      Only working staff will be allowed in the concession stand. No coach, staff, or others shall loiter in the area.

5.      All trash shall be removed from the concession stand at the end of each day. Rubber gloves must be worn by staff while handling the trash.


Completed Total League Registration

League player registration data or player roster, coach, and manager data will be submitted after all the player registrations, evaluations, drafts, and team rosters are finalized.

 

COVID 19

In accordance with the local county, state and CDC recommendations, Thornydale little league will provide safety measures as guided by the governing bodies.

 

Concussions

According to regulation 3, section c:

“If a medical professional, umpire-in-chief, the player’s coach/manager, or the player’s parent has determined the play sustains a possible concussion, the player must be, at a minimum, removed from the game and/or practice for the remainder of that day. The

league must be made aware of its respective state/provincial/municipal laws with regards to concussions and impose any additional requirements as necessary. His/her return to full participation is subject to:

The league’s adherence to its respective state/provincial/municipal laws

An evaluation AND a written clearance from a physician or other accredited medical provider AND

Written acknowledgement of the parents”
